Here's the story from the gentlemen who made the phone call to the police, Andrew Pritchard:

They say that truth is stranger than fiction. I was watching on live webcam the seafront at about 3:30AM English time, 12:30PM (same day) NSW Australia. A car pulled up suddenly and two men got out and appeared to be trying to break into the kiosk.
 
Not wanting to close the webcam, I opened up another browser on my computer and looked up the phone number for Exmouth Police in Devon, England. I then got the international dialling code for England and added it to the number and dialled them on my internet phone.
 
"Exmouth Police Station," said the policeman on the desk.
"I am Andrew from Australia watching a live webcam of the esplanade at Exmouth. I may be watching an attempted break in of a kiosk."
"What Kiosk?"
"I don't know."
"What is your phone number?"  I gave them the full number with the international code.
 
The live webcam could be controlled from my computer. I swung the camera around to the kiosk and re-rang the police station to tell them that it was the Octagon Cafe. As I was speaking to them, the police car arrived, drove up onto the footpath and I watched as two police officers got out of either side of the car, each circumventing the kiosk from opposite directions.
 
They returned to their car and, as I swung the camera back to the street, I saw that two police cars were blocking the parked car.
 
Two men were interviewed. As it turns out, they had had an altercation at 3:30 in the morning and had chosen the Kiosk venue to vent their frustration.
 
I was rung by ITV to give an interview. Later I watched as a TV crew interviewed a police officer outside the cafe.
